I started the migration of my old iPhone 7 to the iPhone XR within the apple store, but the connection was too slow there. They told me that I could leave the store that the backup would proceed once I reached the wifi again, but the photos didn't came. How can I restore my photos from iCloud?

Okay.
This means you didn't use iCloud Photos.
This means that your Photo Library should have been included in the iCloud Backup of your phone.
Are you sure that the backup was completed? Did you see the "Last successful backup: time" message like that?
Yes, I'm sure. I bought the phone on April 4 and the last successful back up was on March 30.
All the apps were installed without any issue, the WhatsApp back up was restored. The only thing missing was the photos.
If a backup was completed, it means that photos are there, if iCloud Photos was disabled.
Complete restore again, because when you left the network coverage, an error could occur, this is why photos were not restored along with apps and other stuff.
Be aware, that all of the data was added since that date will be removed, so you might wanna copy it first before erasing.
Also, you might wanna enable iCloud Photos. Extra storage is super cheap and all of your photos are safe.
Ok :'(. I should pay for my stupidity. I forgot to back them up in google photos. Well, thanks a lot sergekills!

No, I used it in the exchange for the new one.
If you go to iCloud.com, log in with your Apple ID, do you see your photos in the Photos app?
No, it was disabled. :(
The only option is to erase your iPhone and restore it from that backup, unfortunately
