Other people have suggested that you can turn on "use listening history" so that play counts will occur when you play songs on iPhones. I have an iPhone 8+ using ios 12.2 and I do not have an option for "use listening history" in settings>music.
Any suggestions?

Do you sync with iTunes, manually manage the device, or do you have iCloud Music Library with Apple Music or iTunes Match?

I have the same issue and I am not an Apple Music subscriber. I do not use iTunes Match, do not use home sharing, do not use iCloud music library. I sync with iTunes using the only sync checked songs option. It just stopped keeping track of play counts. When I connect my phone to iTunes the play count for songs shows up and has not been updating anymore. (New songs show no plays at all)
I use Apple Music.
