I have a balance in my Apple ID account 0.39 $ but I need your help to reset my balance because I want change country region and payment information too. How can I do this?

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
