Note that if the iPad is locked to an Apple ID you cannot unlock it using a different login. You need to use the Apple ID and password associated with the device. Here is a link for more info :

The link provided by adrenalin may not be the support you're looking for. You said you can't input the right Apple ID and Password. The link provided is if you can't remember your 4 or 6 digit Passcode.

So, why don't you know the Apple ID and Password for this iPad? Did you buy it second hand or are you the original owner of this iPad? If you are not the original owner and the iPad is activation locked, you can't use it unless you have contact with and can get the help of whoever put the activation lock on the iPad. There is NO WAY to bypass activation without the real Apple ID and Password.
