Mac Pro 3,1 black screen fans on full. riser cards issue? 820-2178-a 820-2178-b

I have a Mac Pro 3,1 with 2x intel xeon E5462, 16GB sun ram, HD 5770 Mac graphics card

the Mac come with no riser cards for the ram so I brought 820-2178-a and 820-2178-b riser cards from eBay and have tried the sun 16GB set of ram and original Mac Pro 1,1 ram (2x2GB and 2x512MB)

everything I’ve tried has give me a black screen with the fans on full speed after a restart or randomly when the machine was running. And I’m not sure why. I’ve tried the DIAG button and gotten 2 RED LED’s on the board for CPU_1 and CPU_2 (ERRB, ERRA)

I've changed the graphics card ram and swapped RAM tried reset the PRAM a ton and nothing has helped :(

I've read about hardware check. And tried to boot holding “D” and “ALT+D” and it hasn’t worked, could anyone give me any Suggestions on what to try to figure out my issue please

this happened with no HDD installed. With OS X 10.6 installed and 10.11 El Capitan installed it was working nice and smooth for hours last night then I come to it this morning and had the issue of black screen and fans on full (CPU+RAM fan)
