corrupt Apple Mail rules file
If I trash the .plist file will I lose my Apple Mail rules, my Mail mailboxes, all my emails?

You are welcome. I would try Users/Library/Mail/MailData/SyncedRules.plist. That should only affect your rules.
Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Sorry I should have explained the problem I am trying to fix.
I am in OS 10.14.4 on MBP
When I change a rules)( or remove a rule(s) in Apple Mail (version 12.4) it works OK until I restart my MBP or quit Apple Mail. Then it reverts to the pre-change rule(s) and the removed rules reappear.
The suggestion I got was to delete the rules.plist by doing the following:
To delete the .plist file, quit Mail. Go to Users -> Library -> Preferences and throw the following in the trash: com.apple.Mail.plist.
Now I'd like to know if that is the best fix and what I will loose if I do this - will I lose all the rules only or will I also lose all my mailboxes, etc?

Which .plist are you considering trashing? If you trash the rules.plist, you will lose your rules. More information about what you are trying to do would help.
