App Store account disabled

My credit card was lost and I can’t get into my I tunes account or App Store because my App Store account has been disabled because my subscription for an app couldn’t be paid because the card was stopped . I can’t remove card details because it says a subscription relating to this card is active, I can’t add new card details or change the exiting card details so basically I can’t use I tunes or App Store
