my iTunes and App Store account was disabled due to losing a card I added a new card in my wallet that said it was accepted but I still can't make app store selection even for a free app

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
