My old iPhone 6 is not working and i am unable to receive the verification code, can I use another iPhone to get the verification code.

why wont ipad accept my verification code? was given a used ipad mini (gen 1), I set up an apple id online, got verfied, but ipad wont accept verification # during setup. each time i try it says: COULD NOT VERIFY CODE There was a problem verifying the code. Try again later. What the heck?
