I can receive incoming calls but my icon to make calls is missing."

I can receive incoming calls but my icon to make calls is missing. I’ve reset home screen searched folders. Checked restrictions. I’m stumped please help

There is no phone app for iPad. iPad is not a phone. Even if you have a cellular iPad, cellular is for data only and there is no cellular radio in iPad. If you are receiving calls on your iPad, you are using Continuity Services. This link explains: Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
