You need to wait until after FileVault has finished encrypting. It could take days.

Even after that, you may or may not be able to upgrade to Mojave depending on the specs of your Mac:

Issue with filevault while upgrading Hard Drive I'm currently upgrading the hard drive on my mid 2012 Mac Book pro and trying to clone over to the new drive. I'm having an issue with file vault as it appears to not be making any progress even after 24 hours of decrypting my files Has anyone else had this issue, if would really appreciate any feedback on how to progress it

Check to make sure your applications are compatible.

Application Compatibility

Also check to make sure there is a compatible driver for your printer.

Do a backup before installing, preferable 2 backups on 2 different drives.
