Camera blinks
Every time I switch to Camera it blinks
And does not allow to take a picture. If I switch it to video then back to Camera it works

Create a backup, reset your iPhone to factory settings and set up as new to see if the issue persists. If so, bring it to Apple for them to fix that.
iPhone XS shouldn't do that.
