AT & T process to unlock a phone doesn't work and there is no way to contact them

This is the 3rdsubmission to unlock an i-Phone. I documented that your process has a flaw in that even if the request is confirmed you will state it wasn’t. That is why I took screen shots of Request: ***** to show you the tracks. Submission was 5/4 and 5/6 was cancellation.
Here is some background on this phone:
1. My wife’s phone was stolen in March of 2015 and was not recovered so I purchased a new i-phone 6 plus at Best Buy.
2. My wife was using AT & T at the time.
3. Two years ago we moved the carrier to Straight Talk as I was retired and we could no longer afford AT & T charges. I installed a SIM card from Straight Talk and it worked fine.
4. We are taking a trip to Europe and need international phone service and Straight Talk doesn’t offer this service so we searched for another carrier that does. We found T-Mobile had such a service at a price we could afford so we moved on this. It required placing a T-Mobile SIM card in the phone. For this phone it would not activate due to the AT & T lock on the device which was confirmed by Apple.
5. I (Dale Yothers) found the “Unlock the phone” process from AT & T and it won’t work for me although it seems I properly followed the correct steps. Had do we unlock this phone which I paid over $1200 for over 4 years ago? I found no way to call the correct person at AT & T. When I called customer service they said I need an account number which doesn’t exist as we haven’t used AT & T in years. It makes no sense to me that this device can not be unlocked.
