You cannot turn it off. It is designed to specifically prevent you from doing what you tried to do. Which is to log in to a different Apple ID to make use of Apple music.
You cannot change and associate Apple IDs with a single device more than once every 90 days.
You now need to wait 66 days before you can activate your iCloud music library with the current Apple ID.

When you change the Apple ID signed into iTunes you cannot change it to another Apple ID for 90 days. This is to stop people chopping and changing accounts all the time (and using other people's accounts). You now have 66 days left out of your 90 before you can sign back in, and AFAIK there is no way round that.
