The message "(39 items on This Mac Only" means, that you are having 39 items, that are not compatible with iCloud and cannot be uploaded. All other items have been uploaded to iCloud as they should.
You may have imported a few files to your Photos Library, that have not been copied into your Photos Library and are stored outside the library, referenced by Photos. Referenced items will not upload to iCloud. And you may have items, that are in an incompatible format.

Create the two smart albums described there and check, if these albums are empty:

Note that there is an Optimize option. If you turn that on (I haven't) and your Mac is low on storage space then space-saving versions will be kept on your Mac. If you don't turn it on (or you do and your Mac is not low on space), full size originals will be kept on both your Mac and on iCloud.
Thank you for responding. However, I have information that shows at the bottom of the Moments layout, as do we all. Right now mine reads: "6,743 Photos, 17 Videos" and underneath that, it reads "(39 items on This Mac Only)". So what am I doing incorrectly that seems to indicate almost everything is on the Cloud and almost nothing on my Mac? I can see everything on my Mac, so why does it say that? And how do I know which photo is where?
Thank you very much. I do have some referenced photos that I'm working to find out where they are. I have learned the hard way that if you take a photo on your iPad, you can't delete it until you import that to the Mac. Hence the referenced pictures. It's been interesting experience to get to know Photos better. Thank you also for the document you sent as well. I shall read that later and make use of it.
