Can’t buy in app purchases

I added a new master card to my iTunes account and it will not let me do in app purchases?

See If your payment method is declined in the App Store or iTunes Store - Apple Support and/or Use Screen Time to prevent purchasing on your iPhone, iPad, or iPod touch - Apple Support.
