No, you pay per AppleID/iCloud account, not per device. All devices using your AppleID share the same iCloud account - one fee per iCloud account, regardless of how many devices you have linked to that iCloud account.

You can use your iCloud account with multiple devices you control and which sign in using your AppleID. I currently have an iPhone, three iPads, a MacBook Pro and a Mac mini all using the same iCloud account under my AppleID.


iCloud and all Apple services (iTunes, the App Store, iBooks, iMessage, Facetime, etc) are all tied to the AppleID you use with those accounts, not with any specific device.
