I put watch on apple charging stand last night and this morning it only had 6% charge. Apparently it has been running down very slowly for days and does not charge
i am trying an apple 12 watt power brick now after restarting the watch.

Before you give up hope, test charging using just the genuine Apple magnetic cable supplied with the watch, and a known good power adapter. You should be able to test the power adapter by using a USB/Lightning cable with your iPhone, just in case the problem is something like a bad socket on your home power side.

Holding the button and the crown down and restarting the watch fixed the problem
I suspect there was a program in a hard loop
But whatever it was restarting it solve the problem thanks for your help
Sounds like you might need a new battery. Call your local Apple Store and make an appointment for them to look at.
