Changing apple payment

the card on file was stolen and cancelled, It is asking me to verify that card with the cvv number which I don’t have anymore before I can add a new payment. I am past due on my account now and trying to add new payment so I can pay my balance. But it says new payment can’t be added since that first card is not verified.

iPhone 6s, iOS 12

Contact iTunes Support and ask them to clear your balance.

Change or remove your Apple ID payment information - Apple Support

Payment methods that you can use with your Apple ID - Apple Support

If your payment method is declined, or you have a billing issue in the App Store or iTunes Store

There were some iTunes & App store outages that may have contributed to that. However, they have been resolved. If you attempt again and cannot get it to work, use this link to contact iTunes Support. iTunes Store - Contact Us - Apple Support
