Managing screen time settings

I want create family sharing settings for my son's iPad air2 using iOS 12. Can I manage those as the family organizer or parent from my Mac? It looks like I must have my own device on iOS 12 (ie another iPad or iPhone) but I haven't been able to find confirmation.

I chatted with AppleSupport, and the CS rep told me that to manage the screen time setting on my son's appleid with iOS 12 on the ipad, I can either do it on that device with my code or from another iOS device with my appleid and code. I can manage general family sharing settings and create appleIDs from the Mac, but not the screentime features in ios12. Hope that helps anyone else out there.
