Change permissions on photos saved to drive to upload to my friends iCloud account

I'm trying to copy 4000 photos from one iCloud account to my friends.

I'm doing this by simply saving photos on my hard drive and uploading them to my friends iCloud account. Here are my steps.

I have 4000 Photos in my HIDDEN folder in Photos.
I exported them all to my hard drive in a new folder
My friend is using my Mac. So I logged out of my Mac and he logged in to his user account on my mac.
My friend started to import the 4000 Photos to his Photos account.
When complete, it says that 635 photos cannot be copied and it says that 'Does not have permission to view these photos'.

So my question is, how do I change the permissions on all my photos that have been exported to my folder so that he can upload them all?

Did you move the exported photos to a folder in the /Users/Shared folder?

Your friend should be able to access all photos that you saved in /Users/Shared

This folder is giving all other users read access to all files saved there.

Your friend should import all photos from this folder with the Photos > Preferences > General > Importing : Copy items to the Photos Library.

I tried what you suggested and I get the same errors as I did before from the exported files.

This time I copied the photos to users/shared as you suggested and the same errors after import..

I can't understand why it won't import those items. I tried changing permissions to all the files, I made my friends account the new owner. and this also didn't solve the problem.

You are using "File > Export" in Photos to export the image files to the folder, right?

I am really not sure what is happening with your exported photos. I tested again, and even exporting HIDDEN photos from my library to the Shared albums allowed me to import them from my second user account on my Mac.

You could try to export the photos as new files with "File > Export > Export ... photos" and not the unmodified originals. This will convert the HEIC files to JPEGS.
