Duplicate apple ids

I seem to have acquired two apple ids over the years. Now I can’t access iCloud. I keep receiving an error “your Apple ID cannot be accessed”. When I attempt to use one of the ids it doesn’t recognise the password. When I try to change the password it won’t let me. I need to either delete one account or merge all the accounts. How can I achieve this?
