iCloud photos

Ok,so recently i switched apple id's on my phone cause of my country,and when i went back all of my icloud pictures were gone(they were all stored on icloud)

and i followed a guide,went to manage storage and deleted all photos from icloud(basiclly made the situation worse).When i go to icloud.com i can see my photos that i deleted because there is a 30-day period to recover them all,but i dont know how to make it so that they appear on my photo album again

help me please!
