Some random pictures of someone else from the other side of the world keep appearing in my photos from time to time.....

Hello. There’s a few possibilities. If you have subscribed to someone else’s shared photo album you will see those photos appearing.
Use Shared Albums in Photos - Apple Support
Alternately if you part of a Family Sharing group there is a shared album created for family members. You might also have chosen either Photo Stream or iCloud Photos in which case you will also see photos from any other device also using Photo Stream/iCloud Photos with the same ID.

Also bear in mind screenshots and images saved from the Internet on iOS devices will also appear in the Photos app.
