He has never put the passcode in and it was the first time he ever looked at the phone and it immediately unlocked, it let him in 3 out of 5 times. I just got the phone today and set up the face recognition im pretty freaked out that anyone could get in, he has facial hair and a different shape of face and totally different hairstyle plus he wears a hat, we don’t look alike.

If you still need help, reset Face ID, then set it up again. Go to Settings > Face ID & Passcode and tap Reset Face ID. Then tap Set up Face ID to set it up again.
Face ID is an imprecise science. It uses certain metrics, like the width of the bridge of the nose, the space between the eyes, etc. If these measurements are similar it will unlock. Hairstyle and hats have nothing to do with it.
People would be able to spend my money tho and we have different facial shapes trust me he has a lot more weight around his face and we look nothing alike, the very first person to try other than me unlocked it, that is scary it makes me think anyone will be able to unlock it and be able to spend money via my itunes at the very least...

I’m not looking to return it or anything i just was wondering if that’s normal or if it will improve as I have the phone.
Well, it's not "working as expected" but I've seen reports of the same. I don't know if if will improve over time. You could return it and buy another, you might have better luck.
