I have restrictions on my son's phone and we know his passcode. He wants to use Face ID. Will that prevent us from accessing his phone?

I set up my son's iPhone 11 with restrictions so he can't change password and some other settings. He would like to be able to use the Face ID feature. Will this negate my ability to access his phone with the passcode if he get the id feature?

No. A passcode must be set up even when Face ID is enabled. The passcode must be entered every time the phone is restarted. Also, if you attempt to access the phone and the Face ID doesn't recognize you, the passcode can always be used instead.
