Bluetooth issue

Why can I not get my Apple Watch to bring up anything in the Bluetooth? I am trying to listen to pandora on my Apple Watch and it plays it to my phone instead. Every time I go into the Bluetooth settings it just says searching and doesn’t populate anything. Then if I go in my Bluetooth settings on my phone it says I am connected via Bluetooth to my watch but won’t let me disconnect
