Face ID setup doesn't work.

I just purchased a brand new iPhone Xr today, and when I try to setup Face ID it doesn't let me. As soon as I click "setup face id" it says "Face id not available. Try setting up face id later." I've tried everything on google (turning my phone off and back on, updating the phone, etc.)
