This device is not bound to other Apple ID, but I can’t listen music on Apple Music, I most wait 40 days.

From your message it sounds like you may have had another Apple ID signed in your device, which would associate your device with that Apple ID. When you try to associate another Apple ID with that device, you would need to wait 90 days.
