Wifi and Bluetooth problem

I have an iPhone 7, as you can see by the pictures the wifi I can’t turn on and Bluetooth stays in the loading spiral. I’ve done everything to fix this e.g Network restart and even restore iPhone. Is this iOS 12.2 fault and is there and fix

Make a Genius Bar appointment at the nearest Apple Store to have the hardware examined. Apple will explain your options from there.
