How to change payment method in different region

I'm a university of Utah student using iPhone and currently I'm in Korea using a Korean credit card for mobile payments. When I do my credit card charges me extra roller for foreign region I have changed the region of apple is to Korea but it is still doing the same how can I make the charge go straight to my credit card?
