circled exclamation points on my photos

whenever i want to see a photo or video from my camera roll i can’t because they have a circled exclamation point down on the right corner. I really NEED my photos and videos to be downloaded because i need them for my work. I have already took the “optomize iphone storage” option to the “download and keep originals” one, but nothinh has changed. Thank you so much.

Photos and videos My photos have an exclamation sign on the bottom of them and won't let me edit them. My videos also have exclamation sign on the bottom and won't let me play them What is the problem??
