Apple gives you 5GB of iCloud Storage free with each Apple ID. Buying a new device which has larger storage on the device itself doesn't change the amount of iCloud storage that you have.

That is correct.
You can go to Settings > [username] > iCloud > Manage Storage to see what iCloud storage plan you have and how much of it you are currently using.
