Does anyone know why sometimes the arrow on iphone gets stuck while watch checks for weather?

I have the Series 4 with GPS and Cellular.

On my face I use the Weather complication.

I notice that when the BLUE arrow goes up in the control center and the WHITE arrow goes up on the phone, sometimes it gets stuck on the phone for a bit while it goes away almost right away on Watch. Any ideas?
