Phone is not responding to swiping down or holding finger on top of Watch face. Cannot swipe to left either to change to theater mode etc

I have a red dot on top of Watch face that is not responding to swiping down or holding finger on to get to notifications. I also cannot get it to swipe left to get to the mute ringer, theater mode, airplane mode screen.

Can no longer swipe up or down on my Apple Watch SE. Can no longer swipe my SE watch face down to get notifications when there is an orange dot nor swipe up to get control center. What should I do? Also, no longer showing text messages that are on the iphone. [Re-Titled by Moderator]
