I recently purchased the extended LotR bundle, and there are captions overlaying all of the elvish subtitles. Is there any way to turn this off? (Basically the translation is on the screen twice—one on top of the other!)
I’ve already tried going into Accessibility settings and swiping down on the Apple TV remote while watching.

I see that you're trying to enjoy the Lord of the Rings bundle, but the captions are overlaying the existing translations in the movies. I'll be happy to help out.
You can turn off subtitles by following these steps under "How to change the subtitle or audio language" here: Change the subtitles or audio language for the Apple TV app and iTunes Store movies and TV shows - Apple Support. You'll want to follow the steps for the Apple TV, and you can choose the option Off to turn captions off for the movie. That should do the trick!

The issue only happens when the characters are speaking Elvish, and those directions did not solve the problem.
Lord of the Rings has pre-loaded subtitles, and I'm unable to turn off iTunes' additional subtitles.
For example, Arwen says:
"I'm the faster rider - I'll take him." (LotR pre-loaded subtitles)
"I'm the faster rider - I'll take him." (iTunes subtitles/caption, directly beneath)
I am unable to take a screenshot form my iPhone, but Audio is set to "English (US)" and Subtitles & CC is set to "Off."

This CC issue has been on these movies, BTW for more than a decade. Usually, it pops up just to the top of the screen just after the translation is placed there.

Also, I have done:
Settings -> General -> Accessibility -> Subtitles & Captioning: OFF (Style: Transparent Background)
and
Settings -> General -> Accessibility -> Audio Descriptions: OFF
