Create apple ID without payment method

Hi,

I working for company in China and i must create account for users to use IPAD

I select China Mainland in country and i have possibilities to select payment method to NONE

But when i want to go to app Store, i must to review my account and change method payment

how to do ? i create a lot of account and sometimes there is no problem !

Similar questions

Payment method When I try to download an app it asked me for payment method. I do not have the option “none” And when I go change my country/region it says I cannot change it at this time. it’s been like this couple of months and I still can’t Download New apps. I made a you Apple ID to see if it did have the “none” option, which I did but I do not want to use a new Apple ID because all my information is already on the current one that I using using, also many apps that I’ve purchased with money and I would not want to buy them all over again because my account has one little problem. Your help would be appreciated!

If you can't choose None when you edit your Apple ID payment information - Apple Support

Change or remove your Apple ID payment information - Apple Support

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option. You may need to pick a problem that is slightly different than yours to get a chat option.
