You drag and drop your logo onto a new document based on a blank template. Position the logo where you want it, and if you want readable text to appear over your logo, you may have to adjust the image opacity via the Style tab.
With the logo image selected, visit Arrange menu : Section Masters : Move Objects to Section Master. Now your logo is in the background on every page of the document section, or a first section if you choose, and all text and other document objects will appear above it.
Now, you Save as Template, and use that template from the Template Chooser : My Templates collection for all new documents that will require your logo.
