If I wanted to download an app it’s telling me my account is disabled but it says different in my account settings

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
