Ive uploaded my own music to iCloud, and can get them on all my IOS devices fine.
When i share the playlists to friends who also have Apple Music the playlists are empty.
When I click on the links i have sent they are empty, even though the tracks are on my device already.
what gives?
Yes, iCloud music is on, all IOS devices are up to date and all devices (and my friends) can access iCloud music fine.

Are you saying that it should work with my own music?
Its working fine with existing tracks that are part of Apple music.

Thanks for coming to Apple Support Communities for help with sharing Apple Music playlists. It sounds like when you share them, they are blank.
Have you tried toggling iCloud Music Library off and back on? Turn on iCloud Music Library with Apple Music.
Have you restarted the iPhone? Restart your iPhone, iPad, or iPod touch.
Have your force closed the Music app? How to force an app to close on your iPhone, iPad, or iPod touch.
Just to verify, the most current version of iOS is 12.3.
