If you are seeing a different location when using iCloud, see "What if I don’t recognize the location shown in my sign in notification?" in:
Nobody can view your iCloud data without knowing your password, and if using 2 factor authentication, having access to one of your trusted devices or phone numbers. Have you gone and changed your password? If not using 2FA, set it up.
It is a lot more likely you are misinterpreting what you are seeing, as illustrated by the various links others have provided.

That is private information, just the same as you would not want the other person being able to ask Apple for your location.
I’m not sure you understand-My ID is being used a half an hour away it appears at the moment...my address - private yes - I want to know who is viewing my cloud info.
