Do corporate discounts apply to refurbished items? If so how can I apply it to a recently purchased item?

Yes, though you need to have a business contact set up with Apple, and you must make at least one purchase a year of a new or refurbished Apple product in order to get the discount.
I should clarify. "One purchase a year" isn't wholly accurate. Such as, you bought an item in February of 2019, and then the next in July of 2020. That's more than a year between purchases. To keep your discount going, you must purchase an item no later than 12 months after the previous.
We are all end users like you, not Apple.
You need to contact the store where you bought the item directly yourself, they are the only ones who can answer this.
