I see that the Apple ID account information appears to have accepted the change, but the iPad still shows your previous country in the iTunes & App Store. Since you mention that her Apple ID information is accurate, I'd recommend signing out of the iTunes & App Store on her iPad, then sign back in to see if the information is updated properly:
- Tap Settings > iTunes & App Store > Apple ID > Sign Out
- Restart the iPad: Restart your iPhone, iPad, or iPod touch
- Tap Settings > iTunes & App Store > Sign In > Country/Region, verify the correct country is listed
