Deactivated iPhone

Hi my doughters iphone 7 is deaktivated, it says connect to itunes to fix this, but it doesnt work, how do i fix this ?

Connect it and follow the instructions from the article below.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
