Using Apple Watches Walkie Talkie

We have 2 Apple Watches Series 4. Both have the same Apple ID. We can not use Walkie Talkie.

Sharing Apple ID is unsupported and will cause problems as you have found. Apple recommends a different Apple ID for each human, then use Family Sharing to share items which can be shared safely.
