iPhone XS Max
It already there in Australia with an iPhone XS Max.
One is eSIM and the other is nano-SIM.
See specs -> iPhone XS - Technical Specifications - Apple (AU)
Note:
Using eSIM requires a carrier plan, which may include restrictions on switching service providers and roaming, even after the contract has expired. Not all carriers support eSIM. Use of eSIM in iPhone may be disabled when purchasing from some carriers. See your carrier for details. To learn more, visit https://support.apple.com/en-au/HT209044.

Probably never. The only reason the dual physical sim version is available in China is because China does not allow eSims.
The future is the eSim. Carriers are moving towards that. While only Optus offers eSim support at this time in Australia, other carriers should offer it in the near future. Apple is pushing for full eSim support.

If you are referring to the dual SIM phone sold only in China, no one here would know that. We do not work for Apple and we are not privy to Apple's plans. And Apple does not participate in this forum.

The dual SIM (eSIM and SIM) phone is already available in Australia. If you are asking about the dual SIM phone with 2 physical SIMs, that one is only available in China.
When is that ever going to be availbale for everyone else?
