Force restart Apple watch 4 fails

I am trying to force restart my Aplle watch 4.

I do as instructed (press crown + button for minimum 10s and release on apple logo) and the watch starts up and halts on passcode screen. Correct passcode does not work.

The watch is unpaired with phone.

Is there another way to reboot the watch in order to re-pair ?

The watch is not as unpaired as you think because it still has a passcode. Follow the second procedure in If you forgot your Apple Watch passcode - Apple Support (note the requirement for charger power) and you will probably be able to clear the passcode and wipe the watch ready to begin re-pairing and setup. If that doesn’t work after a few attempts Contact Support and seek further advice direct from Apple.
