How do I restore an external drive from Time Machine Back-up

I back up my MacBook Pro running Mojave (v10.14.4) and an external HDD that holds my large iTune Music library to a 3rd external HDD using Time Machine. The backed up external drive with the music library has died. How do I restore the music library to a new external drive using the Time Machine back up?

Restoring a Time Machine backup on a new computer with less storage. My previous computer with a 3 TB drive died. I've a very large music library, over 1TB and my new computer has 512GB so I want to put my music library on an external drive. How do I go about this? I can't look into Time Machine without using Migration Assistant first, correct? If I do that how do I specify for it not to move my music files. And then, will I be able to go into Time Machine to retrieve my music files and transfer them to the 2nd external drive? Thanks! I haven't found an answer for this yet and I'm afraid of losing my files.

Wanting to move some audio files off my computer. I am on a 2020 MacBook Pro using Ventura 13.4.1. I have about 250 recordings I made of meetings and imported into my Music Library. I'd like to move them to a separate Hard Drive and then delete them from my Music Library. I'd like the files archived but I don't use them regularly and I'm trying to clear out more space on my computer's hard drive. I've copied a test file to the hard drive and then deleted it from the Library. When I open the file on the separate hard drive to play it, it opens it again in the Music folder to play it. Do I need to convert it to another format first? How do I do this?
