Apple care

I just upgraded my iPhone X to an IPhone XS Max after 1 year of payments. I was charged $199 for another program of Apple Care coverage. Does this mean every time I upgrade I have to buy another 2 years of apple care? Can’t my apple care from my previous phone roll over?
