So today I was trying to download a app I’ve never downloaded before it kept the circle spin around and when I tried downloading apps I had before it worked.
iPhone 6s, iOS 12
Currently there's an issue with downloads, iMessage & Facetime, that Apple is in the process of rectifying. Just be patient.
mine wouldn’t even let me update my current apps let alone let me redownload apps I already had
